The project was introduced after 9/11 .According to this protocol a spectrum of freqencies has to be reserved for the usage of law enforcement and emergency services. However this move was jeopardized by the emergence of digital radio scanners that made the broadcasts available to the public as good as the older scanners did with high frequency broadcasts. Post 9/11 the US government decided to encrypt digital frequencies to stop the public from listening in using portable radio scanners. This opened up a lott of debate and plenty of liberal followers tried to keep the right of the public to snoop into the airwaves using their right to the information act .Their efforts were futile as government chose to encrypt their digital broadcasts. Many people tried to purchase mobile radio scanners which could decrypt the digital broadcasts but such devices were legally banned and yanked from the shelves.
