Public Domain Content is content on which there is no copywright. You can use this content completely fre of charge and you can do a lot of things with it.
Take some big movie companies like Disney ... they used it, changed it and made it their own to make millions! You can have a dig deep through all this private label content and find some content useful to you and your site(s). There is even audio and video to be found, it is a real treasure.

Revenue Sharing
When you want more content on your forums it might be a good idea to share your adSense like income with the people actively posting in your forum. This might inspire more and more people to start posting and things like this could get your forum going.
