Then there's the managers (level 4). And finally at the bottom are the general workers, who do more work than anyone else, but get paid less than everyone else.

Do you ever get told working in a big corporation with that structure is bad or illegal? Of course not, because that's where the governments want you working - so they conveniently forget to mention that the whole thing is a multi-level pyramid. THERE IS NOTHING WRONG WITH THE ACTUAL STRUCTURE OF A PYRAMID! It's when that structure is used illegally that a problem arises, and that's where the bad press comes from.
