There are some problems with this model:
1) If you website is receiving low traffic, your banner probably is not going to get as much exposure and respect in the exchange.
2) In order for your banner advertisements to get the most exposure, you have to place the exchange’s banner on the high-traffic area of your website, which means you are actually driving traffic away from your website.
Even if your website is getting tons of traffic for you to gain the most exposure from the exchange, then you could even do better by either selling the advertisement space on your website or placing your advertisements directly on your own website for free!
You could choose to purchase banner advertisement space directly from the banner exchanges rather than trading away the precious space on your website. If this route is the way you would want to go, remember that the pay-per-visitor campaigns are going to bring you the most profits.
I recommend that you use banner exchanges and networks for testing purposes only. You can then use banners that pull the best response and place them on your own website or other advertising sites.
