US government issues Social Security Card to citizens, permanent residents and temporary (working) residents. The card has a unique number and the primary purpose of that number is tracking working individuals for taxation purposes and to track social security benefits. It is also a national identification number, though it is not supposed to be used as a form of identification.
For obtaining a Social Security Card, you have to apply to Social Security Administration. First you need to fill an application form that you can get from website of Social Security Administration or you can collect from the Social Security Center. Along with the application form, you will have to submit some documents to substantiate your proof as citizen or immigrant.
They may ask you to produce two documents to substantiate the proof of your age and identity if you have applied for an original Social Security Card. If you are a foreigner and staying temporarily in the US or if you are an immigrant, you may be asked to produce green card or a valid reason for requesting the card.
If you are an immigrant with INS permission to work in the US, you need the Social Security Card. Also, if you are a foreigner who may not work, and are living in the US, federal laws require you to have a Social Security Card to be claimed as a dependent on a tax return, or enlist in the US defense service.
As per the US law, individuals over 5 years old without Social Security numbers could not be claimed as dependents on tax returns. There are also other reasons for which you may be required to have a Social Security card. The Social Security Act allows state and local authorities to use the Social Security card to administer laws related to taxes, general public assistance, driver's license, or registration of motor vehicles.
Without Social Security Card, you may not be able to get a job and could lose the benefits in the future. The number is used by authorities for the purposes of investigations into any alleged violation of law, for administering entitlement, health, and welfare schemes etc.
