About reinstalling Windows, in a Virtual PC you don't need to reinstall. You can make a backup of the virtual hard drive and restore it with copy&paste for example, and many other ways.
In a real computer, unfortunately you need to reinstall it. You only need your Windows installation disk, the drivers and a way to activate your Windows (95, 98, Me, etc. need a CD key, XP and Vista an activation). If the process goes well, you can do this around 10 - 30 minutes depending of your computer / Windows version.
