Hope for Homeowners is the FHA refinance plan which asks lenders to voluntarily reduce the principle loan balance down to 90% of current market value. This attempt to prevent avoidable foreclosures failed miserably. FHA, FDIC and the US Treasury are back at the drawing board with expectations of improvements to the program coming early 2009.
