There are four biblical spheres of government: civil, ecclesiastical, family and individual. Civil government, in biblical standards, is very small. Civil the state government is restrained by funding. According to Exodus 30:11-16, its primary function is the enforcement of justice. It is funded by a head tax of a half shekel of silver paid by every male 20 years old and over per year. In todays world that would mean, at most, about 6-8 grams of silver from 105,739,518 men (2007 census). In US dollars that would be approximately $422,958,072.00 for the state (about $4.00 per man per year). This is an easy burden for even a poor man. Women do not have to pay it at all. But, this is no small fund until it is compared to the actual 2007 expenditures of $24,738,000,000.00 just for the Department of Justice. The US state budget is in the trillions and they are trillions in debt. Where do they get the money? They must impose taxes on men and women.
