In many cases, command and control is no solution anymore. Also the delivery of public goods by the state itself is more or less outdated as experience has often shown this to be inefficient and inflexible. Therefore, all over the world the state is looking for new ways to influence peoples behavior.
This session will explore existing initiatives by European interest groups, in particular the policies of the European Commission, as well as the best practices in EU Member States: How does the European Commission promote alternative instruments for better regulation? What is the role of soft law in the overall legislative context? What is the involvement of the Directorate Generals (e.g. DG Enterprise and Industry, DG Health and Consumer Affairs, Secretariat General)?
This session will also discuss the role of the European Economic and Social Committee in the mapping of European self-regulation initiatives in light of its unique database. The advertising sector will also be examined in order to highlight relevant issues.
