1. Place the Federal Reserve under the Department of the Treasury. Create a new Fiat Currency in One Trillion Dollar segments to be spent first on alternative energy infrastructure. Outlaw fractional Banking. Create Seven Regions for the new banking system, governed by boards selected from WeThePeople who will comprise 51% and who will excercise complete control of each of these regional banks. Require all the new United States currency to be loaned out within 90 days, at no more than 8% interest less a 10% handling fee. Declare an American Jubilee, and erase all credit records, Every American will be given a brand new start. Make private, except to law enforcement, all criminal records. No more eternal scarlet letters branding and making permanent lepers Americans who have paid their debt to society.
2. Give every American who has lost a job and who is looking for a job a cash voucher payable in the new United States currency and require them to be presented to employers in 90 days or less, and that the employers hire in 90 days or less(use it or lose it!) in the amount of $1,000 per month.
3. Allow every American to declare an immediate Home Owner Bankruptcy with every loan re-characterized to charge no more than 8% interest and one-half of that interest from Day One to be paid down on the principal of each loan, and one half credited toward interest. Make this retroactive, Mr. President, for all American HomeOwners.
4. Cover every American health care claim above $10,000 at 100%, but let private insurance companies pay all claims under $10,000 provided all pre-existing conditions are covered from day 1.
5. Go to a flat tax of 15% right away, and abolish the IRS.
